Fee Schedule Tree

Summary

Lists what the workers' compensation fee schedule lookup covers, so valid parameter values are read rather than guessed. Three levels:

No node — every jurisdiction the engine recognizes, with its coverage (covered, no_fee_schedule, not_covered_by_engine).
node=CA — one jurisdiction, its fee schedule version history with citations, and the localities or regions valid as locality in get and search.
node=CA:18 — one locality or region.

Today the covered jurisdictions are medicare, CA, TX and PA. IN, IA, MO, NH, NJ and WI publish no professional fee schedule. Every other state, DC and owcp are recognized and not covered. Each covered jurisdiction's newest version is in force through its effective_to (2026-12-31 today); a later as_of reports it not_covered_by_engine until the next period's version is published. This endpoint is the live answer; read it rather than hard-coding the list.

The engine assigns its own request id to every request and returns it in the response body's request_id. An X-Request-ID sent by the caller is ignored. The X-Request-ID response header is the gateway's trace ID for the same request and does not match request_id.

A jurisdiction priced on Medicare geography (medicare, CA, TX) lists Medicare localities with kind: "locality". A jurisdiction with its own published table lists that table's regions with kind: "region" — Pennsylvania's are PA:001 to PA:004. Either kind is a valid locality value.

Status codes

A locality key in a state the engine does not cover (for example AL:00) resolves under medicare, whose children carry every state's Medicare localities, so every key a tree response hands out resolves.

Intended use

Populating jurisdiction and locality pickers with values that get and search accept.
Checking coverage before pricing — read coverage instead of calling get and interpreting not_covered_by_engine.
Showing which rules applied on a date — versions gives every version's date range and citation, so a historical bill can be matched to the schedule in force when the service was performed.

Mistaken use

Do not use tree to price anything. It returns coverage and keys, never amounts. Use /api/lookup/fee_schedule/get.
Do not hard-code the covered list or locality keys. Coverage grows and localities can change between releases; read them here.
Do not pass a locality's label as locality. Pass its code (CA:18).
Do not expect localities under a state that is not covered. Its node has no children; its Medicare localities are listed under medicare (?node=medicare).

Debugging

Capture request_id from the response body (or, if the response has no body from the engine, the X-Request-ID response header).
404 NotFound for a jurisdiction. Use a USPS state code, DC, medicare or owcp.
404 NotFound for a locality key. The key is not in force on as_of. List the jurisdiction's current keys with ?node=<state>, or ?node=medicare for every state's Medicare localities.
children empty for a jurisdiction. It is not covered, or has no fee schedule, on as_of; check coverage.
